Is it acceptable for distros to add a new required dependency in kwin 5.27.9?

Dear distros:

In order to fix https://bugs.kde.org/472643 I'd like to add a new 
required dependency Qt5LinuxAccessibilitySupport to kwin 5.27.9[2] which 
is expected to be released on Tue 2023-10-24. The source of the library 
is from qtbase[3], but the library is not part of Qt5GuiPrivate until 
Qt6.  It is not added yet because it's important to know if it's 
acceptable for distros to introduce the new dependency in a bugfix release.
