Packaging for ghostwriter

Hi,

It seems that with the move to KDE Ghostwriter has lost a version. The 
latest tagged release on Invent is 2.1.6 while the latest version before 
the move was 2.2.0, and that is what at least Alpine has packaged. We 
won't do a downgrade so without a newer release, we won't package the 
new KDE version.

Also there is no tarball on https://download.kde.org yet, please create one.
