New packages needed for KIO unittests

As you may have noticed, KIO now requires the ftpd (requires memoizer Gem) Ruby Gem and the wsgidav 
Python module for two of its unittests.

(It would be appreciated if these packages are made available in distro repos to ease installing 
them and running those unittests for contributors).
