Backport request for KNewStuff

due to the issues with the provider not loading properly when using non-English locales
as reported in https://bugs.kde.org/show_bug.cgi?id=451165,
I would like to backport https://invent.kde.org/frameworks/knewstuff/-/commit/693a2ea3926400b1482888a2df2c532852b8f971.
