Cherry-pick request for Dolphin

Those of who who have shipped Dolphin 21.08 and also Frameworks 5.83 or 
newer should consider cherry-picking 
https://invent.kde.org/system/dolphin/commit/27bfcde4efaf936243fc41e4a61d0cac32105ef6 
into your released Dolphin package. It fixes an issue where the "Open in 
Terminal" action could fail if KInit is not already running.

It had to be merged to master because it bumps the frameworks dependency 
from 5.82 to 5.83, but if you already satisfy this dependency, 
cherry-picking the patch should be no problem.
