latte-dock 0.9.x is not compatible with Plasma 5.22

Sysadmin has a ticket pending for the release of those tarballs on
download.kde.org at https://phabricator.kde.org/T14476
We are currently awaiting some missing information necessary to clear the
release, after which the tarballs should be made available as normal.
