As [ade] has just reminded me, I should have said which versions are affected; that bug affected 
OpenUrlJob, and has only been found recently, so I would say any currently packaged versions of KIO 
would need that patch.

(If rebasing is an issue, please holler, I'd be happy to help with that :)).
