Recommended patch for breeze-icons 5.89

Hello distro packagers!

Those of you shipping Frameworks 5.89 now or soon may wish to consider 
applying 
https://invent.kde.org/frameworks/breeze-icons/-/commit/08bf45db9b883b4201ac3cbb666821472f17ad97 
to your breeze-icons repo. This fixes a regression for HiDPI users that 
we were unable to fix in time for the general release.
