plasma-nm and plasma-framework backport request to fix 423093

Hello friendly distros!

I introduced a regression in Plasma 5.19 
(https://bugs.kde.org/show_bug.cgi?id=423093) that required adding new 
API in plasma-frameworks to fix. As a result, we had to land the fix in 
Plasma 5.20.

If you would like to ship this fix for your users sooner than that, then 
you can cherry-pick the following commits, which should be easily 
backportable:
