Cherry-pick request to fix plasma-workspace regression

Hello distro packagers,

Those of you who have shipped Plasma 5.17.4 to your users might want to 
consider cherry-picking

and sending out an update.

This commit fixes a regression I introduced to Plasma 5.14 last week 
that has unfortunately shipped to users.
