Plasma 5.12: Fix for broken BBC weather dataengine due to changed RSS feed

Dear packagers,

the weather applet from "kdeplasma-addons" got broken this week for everyone 
having configured a station from the BBC service.
This is due to the weather plasma dataengine from "plasma-workspace" using 
some urls for fetching the data from the BBC service which seem no longer 
served, in favour of new ones.

Which is quite unfortunate as the BBC weather service is rather one of the 
better of the currently four backends (NOAA, ENVCAN, wetter.com, BBC), so many 
users of the weather applet would use one of their stations and thus now have 
a broken applet.

This patch just committed to the "Plasma/5.12" branch of "plasma-workspace" 
fixes this for the current situation:

Please consider adding this as patch to your Plasma packages, so it reaches 
users already now and not only with Plasma/5.12.5 in May.
