Clazy upcoming as (recommended) runtime dep of upcoming KDevelop 5.3

Hi packagers,

please consider packaging "clazy", the clang analyzer plugin specialized on 
Qt-using code.

Upcoming KDevelop 5.3 (to be released in some weeks, no fixed schedule yet) 
will have clazy, or more specific, the clazy-standalone executable as 
recommended run-time dependency.

Packaging clazy should also have some positive effects on your distribution, 
as it allows developers to easily fix and optimize their Qt-based software, 
resulting in a less buggy and more performant software again for you :)
