Upgrade note for kscreenlocker to Plasma 5.10

I see a difference between maintenance updates in Leap (like e.g. a
security fix for a single package) vs version upgrades in Tumbleweed
that replace the whole desktop environment and tons of other core
system packages.
For the former it would be retarded to require the user to reboot.
It would be a step back and we can see where that leads to from other
operating system. Any Linux needs to be better than that :-)
