KDE workspace 4 translations separate tarball

Hi, thanks for the work of Luigi we have splitted kde-workspace 4 
translations.

You can find them at 
http://download.kde.org/unstable/kde-workspace/4.11.22/kde-l10n/

The idea is that with KDE Applications 16.12 we won't include these files 
anymore and if your distro is still shipping Plasma 4 you need the files from 
above.

Comments and testing more than welcome.
