Hierarchical tags : how to select all parent tags by selecting a child tag ?

If you mean to apply all parent tags by applying the child tag, try a right 
click on a tag and then go to "Toggle auto..." (this also removes all parents 
by removing the child).

If you mean to select all images which have tags parent to the one you select, 
that's not possible afaik.
Then again, as a tag can't have more than one parent per level, you can easily 
do that yourself.
