@Daniel your are right, of course, it looks ordered, but that's for sure
not what Paul is looking for. So some ask-back will help to clear
expectation.
@Paul what you showed is a quite legitim situation, no one understands what
you say it's a chaos. How should it look like in your oppinion, what did
you do, how did you get to the mismatch you show?

"I guess" you had street names togeter with house numbers, and now they are
sparated? How did you input them? Has it been as you intended at any time?
What is your expectation anyway? Some or all tags in hierarchical orders?
To "reorder" just drag&drop.
