tar.xz file for Windows

Well I tried to take a look this morning to see if something is wrong
in the bash script responsible for the release, and nothing
particular.

Also the pre-release and release scripts are the same. Pre-release
generate the tarball, release no.

So this needs more investigations on the production computer.
