Deleted people tags reappearing

Same behaviour here too. Months ago I reorganised the skaters‘ and 
competitions’ tags (around 2000), deleting those that were incorrect or not 
needed.

Following a "re-read metadata from file" many (I don't know if all of them) 
reappeared.
