tar.xz file for Windows

Till version 8.3.0 there used to be a file in the format 
8.x.y-Win64.tar.xz which I could download and use it as a portable 
version by extracting it to a folder and executing the digikam.exe file. 
This is also mentioned in the Windows download page.

content somewhere convenient, then double-click on the digiKam icon in 
the folder. This will not impact an installed version of digiKam, though 
it will share your settings with your regular installed version.

However, the file 8.4.0-Win64.tar.xz is much smaller and does not have 
the digikam.exe file. Has something changed? Where can I find this file?
