8.4.0 on Windows 10 - Failure to start

I have ensured an uptodate version of exiftool is installed.
I have also uninstalled and reinstalled several times. In using the debug version and debugview the last couple of lines output is:

I have used 8.2.0 regularly but have never managed to upgrade successfully to 8.3.0.
I have tried to upgrade to 8.4.0 but it never gets past initial simple graphics screen.
I have tried reinstalling without any of my existing databases by renaming all folders referenced by digicam (including those in %appdata% and where database stored) and reinstalling as though a new system.
It then goes into the setup routine.
I configure it to use the sqlite database and tell it where the directory.
I do not give it any collections.
The installation gets to the screen where it asks about downloading additional files. Before I even type anything or accept options on that screen the installation fails saying that the "Advanced digital photo management application has stopped working". Closing that window kills Digikam.
Any ideas why that may be happening?
