Digikam 8.3.0 crash on startup [Windows 10 pro]

Hi,
for the original issue (windows 10 pro), I tried 8.4.0 but I have the same
error, reinstalling 8.2.0 digikam starts and the download page for the
facial recognition files is skipped (in fact they are already present on my
system )
