Keywords not being imported from XMP files

I'm converting from iPhoto to DigiKam with a tool called osxphotos. It makes XMP files, but I notice that some of the tags are not coming across. For example: this is in the XMP file

<rdf:Description rdf:about="" 
 xmlns:digiKam='http://www.digikam.org/ns/1.0/'>
        <digiKam:TagsList>
        <rdf:Seq>
          <rdf:li></rdf:li>
          <rdf:li>Berkshire</rdf:li>
        </rdf:Seq>
        </digiKam:TagsList>

	But "Berkshire" is not showing up in DigiKam in the Tags tab.  What are we doing wrong?
