Adjust Time & Date Issue

 I am using version 8.3.0 on Windows with a build date of 20240101T100737.

I believe there is another UTC related issue with "Adjust Time & Date".
When I select the fifth option under "Timestamp Used" and fill in the
value, the image is updated correctly with local time when I click "OK".
However, when I use "Adjust Time & Date" again, the previous time value in
the dialog box has been shifted by the difference between UTC and my time
zone - in my case, +4 hours.  If I cancel/close the dialog box, and select
it again, it has shifted another 4 hours.  This is a minor annoyance that
requires checking and changing the value in the dialog box multiple times
in my workflow.  In previous versions of digiKam, the value was sticky
until changed manually.

As a general comment, the performance of 8.3.0 is improved in my
configuration (Windows with NAS and MariaDB) as compared to the previous
versions.  Thank you for the great software.
