That is the behaviour:
Digikam uses the underlying file system, with albums representing directories. 
So deleting an album implies deleting the directory *and the files contained 
in it*. The configurable behaviour is that you can tell digikam to ask for 
confirmation before the action is performed.

(And frankly, there's not much else you *can* configure for a delete 
operation)
