[digiKam-users] upgrade 7.1 -> 7.3 - don't download face engine

I can open https://kde-applicationdata.c3sl.ufpr.br/digikam/ here from Germany 
without any problems. A country-specific problem is of course possible, but I 
suspect a problem with your computer / network. The KDE server redirects 
country-specific to a mirror server.
