[digiKam-users] Environment/ini on Win10 & Digikam 7.2

It's "...\AppData\Local" for configuration. digiKam also knows a "--config 
PATH/TO/CONFIGFILE" parameter with which you can use a different 
configuration. The specified file must be available, i.e. at least a 0-byte 
file.
