This is not digiKam but a web service privacy policy, as Google, Flickr,
etc. It has nothing relevant of digiKam.

All still in your local computer. Some web service export photo without to
touch metadata. If you want to drop all information, use Batch Queue
Manager tool to remove metadata betore.

Disabled no, but if you don't use it, nothing will be done in background.
All face workflow operation require an action from end user in GUI.
