[digiKam-users] digikam does not use config file pointed by --config

Specifying a config file via "--config" works without any problems. This is 
used and if it is a copy of the original file, digiKam starts normally.
It is a core feature of KSharedConfig. We only check if the config file is 
Read and Write.
