That' weird. Is the error message similar to this one?

Maybe you need administration rights to install it. Close the installer and
any possible running instances of Digikam, and right click on the installer
file, and select "Run as Administrator". Let's see if that helps.

If that does not help, I'm suspecting there must be something weird with
your windows installation. Maybe some antivirus software is blocking it?
