SQLite. Migrating to a new SQLite database took hours, but fixed the
problem.
Another suggestion I received was to use the Maintenance tool:
Tools > Maintenance > Common Options > Tags Tab
Check the "Whole tags collection" and click "OK"
That also seems to have done the trick, and was much faster.
