I used this documentation (in french) to create my own LiveUSB:

Perhaps there are similar pages available on the english/international
Fedora site.

I had to create a LiveUSB on a Windows machine a few days ago. But as
my goal was to install Linux on the machine, I just used a standard
installation provided by the distro, and I will install afterward
every additional package I intend to use.
