thats easy, but the result may be suboptimal for your use. I can do
because I have a HD monitor.

that said ffmpeg can do this (including with the low framerate, I
think), and almost any linear video editor can do (kdenlive to keep
staying on kde)

the mpeg compressor should take care of compression, eventually
modifying the gop size
