I am a Canon user too. I have tried tagging cr2 files before and it does not
work.
That is one of the reasons why I convert all my cr2 files to DNG (via Adobe
DNG converter).
Once the RAW files are DNG's, I apply the tags with no problem - well,
besides how LONG it takes...
