KStandardDirs::installPath("data") in themeengine.cpp returns /usr/share/kde4/apps on my system. I created digikam/themes there and the themes are visible. It is strange, since normally they are in /usr/share/apps/digikam/themes.

Btw, the default, grey theme is quite ok, despite the white background, which makes viewing photos (especially under exposed a bit ;) impossible.
