Since digiKam 0.10.0 (KDE4) support XMP, we have a dedicated namespace
to host Tags Path. By this way iptc only store tags names as keywords,
like you want.

But it's not implemented in digiKam for KDE3, because it doesn't
support XMP (and there is no plan to do it)
