Hello

The editing of the GPS information is done via the geolocalization kipi
plugin.  Look under the image menu.  Yes, you can add GPS information to an
image that doesn not have a GPS builtin.  If you have data from a GPS you
will need to convert it to the GPX format.  GPSbabel is an excellent tool
for this.
