Yes it is, and with with the binaries factory from KDE, there is a job to
build the flatpack stuff :

https://binary-factory.kde.org/view/Flatpak/job/Digikam_flatpak/

But it's not created and maintained by digiKam team. So help is welcome to
improve this topic. Typically, KDE team must be contacted through
Phabricator web interface to ask puzzle changes in the DK flatpack
workflow...
