This problem have been already reported in the past.

Definitively, digiKam 4.x under Windows is not stable enough. For 5.0.0, we
have rewrite a lots of code and make a new cross-compiling workflow to generate
Windows installer.

A beta 5.0.0 installer is just out, just for testing. I update it step by step
when dysfunctions are discovered and fixed (and there are...)

If you is interested to contribute to test and report dysfunctions, let's me
hear...
