No, it is not I think because I have pictures without these tags that are
geolocalised by digikam (in Africa Equator). See example in picture [1] from
comment #6

Ok, we'll have to find another solution. When I'll have time, I'll make a full
comparison between photos well geolocalised and not well geolocalised ...
