Tested Digikam 4.4.0:

Preview: 
depending on Album View -> Preview Settings -> Embedded preview loads full size
image 
either loads embedded JPEG preview (off) or half size RAW (on)

Light Table:
Copies Preview settings, ignores its own setting

Full Size RAW is never loaded.

Test file: several Canon CR2, PowerShot S95 and EOS 350D
