"Google Drive Export" is always enabled at digikam start.

To reproduce:
Settings > Configure Digikam > Kipi Plugins > Google Drive Export = Unselected
Export > "export choices" correctly does not offer "Google Drive"
Close digiKam
Restart digiKam
Export > "export choices" now incorrectly offers "Google Drive"

Checking in digikamrc under  [KIPI/EnabledPlugin] the setting of "Google Drive
Export=" true | false is correctly toggled and saved.

Consistently repeatable using digiKam Version 4.0.0 Build date: May 20 2014
