The tag filter from Caption/Tags sidebar do not require to press ENTER key to
run filtering over tags tree-view. This feature in fact operate a search of all
items including text enter in field. Filtering is started automatically after a
small timer. Filtering is automatically updated when you change text in field.

This feature work as expected in 3.x serie and we don't need to change it.
