The MediaWiki export action is not available under the Export menu. I have
verified that the plugin is enabled.

Reproducible: Always

Steps to Reproduce:
1. Enable MediaWiki export extension
2. Click Export (Menu)
Actual Results:  
The MediaWiki option is not visible on the export menu.

Expected Results:  
The MediaWiki export should be visible on the Export menu.
