Not sure if my situation relates to this problem, but I had problems
with later 2.x versions for Windows not showing thumbnails at all. I
found the following post on Nabble:

I have made a beta compilation of digiKam 3.0.0 for you to test
whether the
commit I just made fixes your problem:

and gave it a try. It solved my thumbnail problem and a problem with
multiple kioslave processes being spawned. I see there is 3.1 digikam
available for Windows and will try to install it this coming weekend
(~15 June).
