For future reference, the problem is an inability to resolve or contact
127.0.0.1, localhost, or both which causes dbus daemon to start properly. This
problem is possibly related to IPv6 network configurations an a normally benign
entry in the users host file for 127.0.0.1 pointing to localhost. As confirmed,
commenting out this line seems to solve the problem.
