Hi Lionel,

Someone else using a different KDE windows program ran into the same problem as
you. They discovered that they had a custom hosts file which was causing
problems. Could you open:

   C:\Windows\System32\drivers\etc\hosts

and look for entries that contain 127.0.0.1 or localhost? If yes, place a # in
front of the line to comment it out and save the file (you may have to open the
file as an administrator to be able to write to the file). Then try opening
digiKam again.

Also, there is a new version of digiKam for Windows available, but try the
hosts thing first:
   http://download.kde.org/stable/digikam/digiKam-installer-3.1.0-win32.exe
