Orientation: I suspect this is done to keep compatibility with old tool
adjusting the Exif flag (a very common operation) and ignoring the XMP value.

I'm trying to set up a process which does the integration of the sidecar
information as you describe it, based on the specification available for
mapping XMP, Exif and IPTC (there is plenty of such specs and guidance docs).
In the end, there is a clearly defined and limited set of affected metadata
fields.
Unfortunately, the sidecar file itself is very much underdocumented regarding
implementation guidelines, the MWG guidance doc is completely ignoring the case
we have here. So we are on our own.
