In 2.5.0, line 468 is
d->albumViewPage->applySettings();
one after the collections page applying.

Do you start digikam and then the Setup, or is the the first-run wizard?
Does a collection scan dialog appear? Are the collection really added, that is,
when you restart digikam you have your pictures?
Still reproducible with recent versions, preferable 3.0?
