I can't change the themes in the german version. In the menu I select
Einstellung->design->Einstellungen (english version I think its
settings->theme->settings) and nothing happens. 

I like to change these settings because I can't read the tooltips.

Reproducible: Always

Steps to Reproduce:
Select the menu Einstellung->design->Einstellungen

Actual Results:  
Nothing happens

Expected Results:  
A screen to select another theme.

OS: Linux (x86_64) release 3.0.0-12-generic
Compiler: gcc
