Version:           1.9.0 (using KDE 4.6.1) 
OS:                Linux

My Workflow:
- Disabling saving metadata to raw
- adding geotaggs and other tags
- enabling saving metadata to raw
- selection all
- menu - Image - Saving metadata to image

This way no Geoinfo is saved to the Images.
When "saving metadata to raw" is enabled and I change a geotag it will be
saved.

Steps to Reproduce:

- adding geotaggs and other tags
- enabling saving metadata to raw
- selection all
- menu - Image - Saving metadata to image

Actual Results:  
No Geotags in the file

Expected Results:  
Geotags in the file :)

You normally won't see that the data is not stored in the files since they are
in the database. So if you're not carefull you might loose all your geotags
when you loose your database, change the program, etc. so I choose Major for
the bug.
